Domestic Water Rate

Minimum $20.00 per month.  For this, 1,000 cu. ft. of water will be received.  The metered rate for quantities in excess of this amount is:

0 - 1,000 c.f.

Included in minimum charge
1,001 - 3,700 c.f. $ .32 per 100 c.f.
3,701 - 14,000 c.f. $ .37 per 100 c.f.
14,000 c.f. and over $ .43 per 100 c.f.

The minimum monthly rate will be paid for each family unit.  A family unit is defined as any individual house or mobile home and each unit of a condominium, duplex, triplex or fourplex.  For the minimum rate, 1,000 cubic feet of water will be received for each unit and the metered rate will be charged for quantities in excess of this amount.

Motels, hotels, boarding houses, apartment units and office buildings will pay a $20.00 minimum rate, the metered rate, plus $11.00 per month for each unit available for rental whether it is rented or not.  No usage will be included in the minimum rate.

RV parks and others not mentioned above who provide transient accommodations will pay a $20.00 minimum rate plus the metered rate on the combined transient spaces only.  No usage will be included in the minimum rate.  All other spaces will be billed based on the family unit rate structure.

Retirement homes, nursing homes and homes for the aged will pay a $20.00 minimum rate, $5.50 for each unit whether occupied or not, plus the metered rate.  No usage will be included in the minimum rate.

Every other water user not specifically mentioned will pay the metered rate scheduled above.

All other rates and charges remain as in the past.

Delinquencies

Water charges will be billed monthly and are delinquent 30 days after the billing date.  A 10% penalty charge will be assessed on all accounts 40 days after the billing date.

Forty days after the billing date, the person responsible for an unpaid bill will be notified in writing of the delinquency, and should that account not be paid in full within the next 20 days after being sent the delinquency notice, a lien may be filed against the property (RCW 57.08.081).

After connection service fees or various water charges have been delinquent for 30 days, water to the property may be completely or partially shut off and will remain off until said account's accrued charges, penalties and interest are paid in full.  The District may also bring a suit for foreclosure at the time (RCW 57.08.090).

Street Light Charges

The District operates street light systems in accordance with RCW 57.08.060 and each owner of a lot located in a development where Whitworth Water District operates a system will be billed for the lot's proportional share of the costs of operating the system.

State Tax

Any form of consumption or excise tax charged as a cost to the District shall be passed on to each customer by adding such tax to each customer's statement or as charges in such a manner as the District deems reasonable.

Miscellaneous Charges

Interest on all rates, charges and penalties certified as delinquent is 8% per year or the highest amount permitted by law, whichever is greater.

Other charges deemed reasonable by the Board will be applied for services including, but not limited to, shutting off or turning on of service, returned checks, the setup of new accounts, filing of liens, freeze ups, ARB installation, hydrant permits and door hanger shut off notices.

A charge of $150.00 plus the cost of repairing the main valve or meter will be assessed for an illegal turn-on where the water to the property has been turned off by the District.

Whenever a request is made that the District change the name and/or address of an account, the District shall charge and collect an amount of $10.00 for such change.  Said change shall be added to the first water bill sent to that account after the change is made.

All labor, material and miscellaneous charges borne by Whitworth Water District will likewise be passed on to the customer receiving the service.

After hours call outs will be billed out at a two hour minimum regardless of the amount of time spent at the residence.

Private Fire Protection

For metered and unmetered connections to the District mains to supply water to hydrants, standpipes or automatic sprinklers for private fire protection, customers will be charged according to the size of the connection.  Charges are billed June 1st and delinquent July 10th of each year.  The annual rates are:
3" or smaller connection $150.00
4" $225,00
6" $350.00
8" $425.00
10" $500.00

Connection Fees

The District, a municipal corporation not operated for profit, must depend upon the developer or builder to contribute to the District, free of charge, all water mains and their appurtenances.  The District will then assist in providing wells and storage tanks as needed in accordance with its Comprehensive Plan.  To make those improvements the District must charge each new customer a connection fee or special assessment based on the size of the connection.  These fees are:
1" $ 1,500.00 8" $ 10,000.00
2" $ 4,000.00 10" $ 12,000.00
4" $ 6,000.00 12" $ 14,000.00
6" $ 8,000.00 Fire Hydrant Tap Fee $250.00
These fees do not include installation costs for meters, materials or labor.  Estimates for these costs and other services are available upon request at the District Office.
